PNP COMMAND MEMORANDUM CIRCULAR NO.: 2018-___
PNP GLOBAL POLICE COMMUNITY RELATIONS (PCR)
1. REFERENCES: a. LOI 29/2002 “PNP Communication Plan SANTINIG” (Revised); b. LOI 30/2002 “PNP Organizational Plan SAMBAYAN”; and c. LOI 35/2010 “SAKLOLO REVISED” (PNP Disaster Risk Reduction and Management Plan); d. PNP MC No. 2015-009 “BARANGAYANIHAN (Revitalized Barangay Peacekeeping Operations); e. PNP MC No. 2016-011 “Enhanced PNP Complaint and Referral Monitoring System dated March 24, 2016; f. Chief, PNP’s Approval of PNP Global Police Community Relations (PCR) dated August 13, 2018; and g. PNP P.A.T.R.O.L Plan 2030.
2. RATIONALE:
This PNP Command Memorandum Circular (CMC) shall provide a new level of cooperation between PNP and the Filipino Communities worldwide – the Overseas Filipinos (OFs) and Overseas Filipino Workers (OFWs), thus, transcending beyond geographical boundaries to promote true peace among men. Since OFWs are considered modern-day heroes because they greatly contribute to the economic development and sustainability of our country, it is, therefore, imperative to ensure their peace of mind, free of worries on the safety and security of their loved ones left behind, as well as in extending the needed assistance to their families in times of natural and ma- made disasters/calamities. This CMC aims to solicit the active support and participation of the Filipino community, particularly the OFs and OFWs through platforms of engagement providing, therefore, an avenue for faster dissemination of accurate and real-time information thru social media and the World Wide Web.
3. SITUATION:
Community support and inter-agency cooperation are crucial in law enforcement and in the criminal justice system, and in nation-building. In the recent years, the Philippine National Police has seen a remarkable increase in the number of force multipliers willing to volunteer time and resources in anti-criminality efforts. These readily available allies of the Police became more relevant when PNP stepped-up its campaign against illegal drugs in line with the peace and order agenda set by President Rodrigo Roa Duterte.

With this, the Philippine National Police through the Directorate for Police Community Relations (DPCR) and its operating arm, the Police Community Relations Group (PCRG), has raised the level of its PCR-related activities with the launching of programs and activities that draw huge crowds of interested and committed supporters coming from different force multipliers and advocacy support groups. These Non-Government Organizations (NGOs) provide support to PNP, serving as potent forces in manifesting the much-needed support and cooperation in maintaining peace and order, and public safety and security.
To harness global partnerships and to bring police community relations in the global arena, PNP launched the PNP Global Police Community Relations (PCR) in coordination with National Government Agencies (NGAs) such as the Department of Foreign Affairs (DFA), Department of Labor and Employment (DOLE), Overseas Workers Welfare Administration (OWWA), Philippine Overseas Employment Administration (POEA), Technical Education and Skills Development Authority (TESDA), and Department of the Interior and Local Government (DILG).
4. PURPOSE:
This PNP MC sets forth the policies and guidelines for the effective implementation of the PNP Global PCR.
The following are its objectives:
a) To establish an effective platform of support and cooperation between PNP and other agencies of the government and with Filipino Communities/organizations based in other parts of the world, primarily to focus on speedy assistance relative to law enforcement, public order and safety, and the general welfare of the Overseas Filipino Workers and their families in any part of the country;
b) To enhance networks between PNP and law enforcement units abroad in order to ensure the protection of Filipinos worldwide by way of endorsing/harnessing foreign-based Filipino organizations to PNP counterparts in different countries as partners and volunteer force multipliers in promoting peace and order in the host countries, and in addressing transnational crimes, ultimately in promoting world peace;
c) To mobilize and empower communities of foreigners legally residing in the Philippines as partners/force multipliers of PNP in addressing security and safety concerns of foreigners, the foreigners assisting as conduits of PNP to their respective embassies in matters relative to transnational crimes and terrorism; and
d) To provide platforms of engagement for Filipino Communities/ organizations abroad for the launching of various community relations efforts of PNP in the global arena, and empower Filipino partners thereat to become PNP's voice/ambassadors in echoing PNP's advocacies worldwide, especially in creating global awareness in

promoting the Philippines as a viable investment location and awesome tourist destination.
5. GUIDELINES:
The PNP Global PCR is designed to establish a strong partnership and cooperation with OFs and OFWS, global stakeholders and international civil society organizations. More so, PNP Global PCR is conceptualized to address issues and concerns relative to the general welfare of OFs and OFWS, and their families in the Philippines.
OFs and OFWs may invite the PNP Global PCR Team for dialogues and engagement with Filipino Communities/organizations outside of the home country to tackle pressing issues and concerns. Therefore, should there be a need for the PNP Global PCR Team to personally visit countries where there are OFs and OFWs, it can do so, provided that they will shoulder the necessary expenses and the exercise is at no cost to PNP.
a. General Guidelines:
1) Coordination
The PNP shall closely coordinate with the concerned NGAs, NGOs, global stakeholders and international civil society organizations for the purpose of the program.
2) Implementation of the PNP Global PCR
a. The PNP, through PCRG, shall utilize the existing reporting system or a communication center platform which is operational 24/7, to receive reports and relay information regarding the concerns of OFs, OFWs and their families in the country. The same concerns/information shall be referred to appropriate agencies/offices for prompt action. PNP shall act as conduit for referrals to concerned offices.
b. The PNP, through ITMS, shall create a PNP Global PCR website and social media page, and a platform of communication to be handled by the PCRG Global PCR personnel;
c. All Territorial Commanders (such as Directors of NSUs, Regional Directors, Provincial Directors and Chiefs of Police) shall coordinate with DILG/LGUs relative to the proposed/upcoming the establishment of Barangay OFW Desks and gather information of OFs and OFWs residing in their respective barangays in close coordination with DILG-Barangay Affairs; and
d. All Territorial Commanders (such as Directors of NSUs, Regional Directors, Provincial Directors and Chiefs of Police) shall

immediately act on referred issues and concerns of OFs and OFWs within their respective areas of jurisdiction.
e. PNP must ensure that protocols are strictly observed in each and every travel to foreign destinations relative to the conduct of the PNP Global PCR.
3) Monitoring and Evaluation
To ensure proper implementation of the PNP Global PCR, periodic (monthly, quarterly and yearly) monitoring and evaluation will be conducted by the respective units, to assess the effectiveness of the program. This will be the basis of the tasked Units/Offices in making the necessary adjustments to ensure an improved delivery of services to the target clientele. Periodic reports will be submitted by PROs (Attn: R5s) to PCRG (Attn: CRMC) as feedback mechanism.
b. Tasks:
1) DPCR a) Act as the overall supervisor in the implementation of this MC; b) Direct all PROs to coordinate with the Barangays for the statistics of OFs and OFWs residing in their respective AORs; and c) Perform other tasks as directed by the Chief, PNP.
2) DI a) Coordinate with DFA for the conduct of visits and engagements to the foreign countries and Filipino communities thereat; b) Designate focal person for the coordination with the ICPO-Interpol-NCB Manila, ASEANAPOL, the Police Attaché System, Foreign Law Enforcement Community in the Philippines, Filipino-American Law Enforcement Officers Association, and the Foreign National Keepers Network, among others, and assist in fast-tracking such coordination to address security and public order, and public safety of Overseas Filipinos; and a) Perform other tasks as directed by the Chief, PNP.
3) DO a) Ensure the updating of permanent telephone numbers of police units and key officers, and postpaid mobile numbers including those of the Chiefs of Police PNP-wide, and furnish PCRG-CRMC upon request; and b) Perform other tasks as directed by the Chief, PNP.
4) DPL a) Designate focal person for the coordination with the ICPO-InterpolNCB Manila and ASEANPOL; and c) Perform other tasks as directed by the Chief, PNP.

5) DC a) Provide fund support if necessary for the implementation of this plan; and b) Perform other tasks as directed by the Chief, PNP.
6) DIDM a) Over-all supervisor in the investigation of referred reports concerning the families of OFs and OFWs; and b) Perform other tasks as directed by the Chief, PNP.
7) PCADG a) Serve as the lead operating unit in the implementation of this program; b) Establish and man a platform of communication in coordination with ITMS for the issues and concerns of Filipino communities and faster dissemination of accurate and real-time information; c) Lead the coordination and engagement with OFs and OFWs abroad to capacitate and empower them to become PNP’s voice/ambassadors relative to PNP’s advocacies worldwide, especially in creating global awareness in promoting the Philippines as a viable investment location and awesome tourist destination; d) Provide a separate complaint and monitoring sheet for PNP Global PCR concerns; e) Ensure immediate referral on reports and concerns relative to PNP Global PCR; f) Provide feedback to complainant/caller relative to PNP Global PCR; g) Utilize TRIMP (Television, Radio, Internet, Messaging, and Print) for information dissemination and in featuring of PNP Global PCR success stories; h) Coordinate with the Barangay Affairs of DILG for the proper implementation of Barangay OFW Desks in each and every barangay nationwide; and i) Perform other tasks as directed by the Chief, PNP.
7) CIDG a) Ensure that cases on human trafficking, illegal recruitment and other related cases, resulting from the implementation of PNP Global PCR will be properly addressed; and b) Perform other tasks as directed by the Chief, PNP.
8) IG a) Provide updates on the International Solidarity Workers; and b) Perform other tasks as directed by the Chief, PNP.
9) ITMS a) Create a PNP Global PCR website and social media page in coordination with PCRG; and b) Perform other tasks as directed by the Chief, PNP.

10) RDs, PROs and Directors, NSUs a) Ensure that appropriate actions are taken relative to the issues and concerns of the families of OFs and OFWs in their respective AORs; b) Submit periodic reports (monthly, quarterly and annually) to PCRG (Attn: CRMC); and c) Provide necessary support to tasked Offices/Units to ensure the successful implementation of this MC; d) RDs, thru the RPCRDs/R5s shall provide assistance and coordination with LGUs relative the creation of Barangay OFW Desks; and e) Perform other tasks as directed by the Chief, PNP.
c. Coordinating Instructions:
1) All Unit Commanders shall be held responsible and accountable in ensuring the prompt actions on all complaints, reports and other issues of the families of OFs and OFWs, and the submission of reports and compliances and feedbacks of actions taken to CRMC, PCRG;
2) All PNP personnel are encouraged to assist and support the information dissemination drive relative to this program; and
3) Lateral coordination is highly encouraged to ensure the successful implementation of this MC.
6. REPEALING CLAUSE:
All provisions of existing circulars and other issuances inconsistent with this MC are hereby rescinded, repealed, and modified accordingly.
7. EFFECTIVITY:
This MC shall take effect immediately upon approval.
