Welcome to the 91st Annual Mississippi Municipal League Conference as we “Blast Off to Municipal Excellence!”
I am forever grateful for the support, encouragement, and prayers you provided as we together advocated on both state and federal levels for “once-in-a-generation” historic investments for our cities, towns, and villages. It is great to be back together on the Mississippi Gulf Coast gathered for the state’s largest association conference. I certainly encourage each of you to attend and engage with the programming offered, as well as with your fellow elected officials. The educational programs and networking opportunities available at this year’s conference are second to none. The sessions that are scheduled for this summer’s conference will provide excellent resources for all of us as we face the various challenges and opportunities that we are sure to face in our quest to “Blast Off to Municipal Excellence!”
At this year’s conference, we are excited to welcome the Municipal Court Clerks into our event for the first time. Going forward, our court clerks will be training alongside other MML members at our summer conference, and we are glad to have them on board.
I would like to thank MML for the amazing opportunity to serve you all in this capacity over the past year. I have met some great friends and colleagues over the years who share a deep love for their communities and for each other. Temika and I are eternally grateful for your love, support, faith, and confidence. You provided me the chance to work with a remarkable team of MML leaders and staff in advocating for all of Mississippi and her people. Badges must be worn at all times. No one will be admitted to any conference activity without the badge issued upon registration. A $5 fee will be charged for a replacement badge.

Out of respect for our speakers and your fellow attendees, we ask that you silence your cell phone during conference sessions.
Conference Attire
Business casual is appropriate for all conference functions. Relax and enjoy the conference!
Everyone attending the Annual Conference must register. This includes all delegates and their guests, presenters, exhibitors and media representatives. On-site registration will take place in the West Lobby of the Mississippi Coast Coliseum & Convention Center.
The on-site registration fee of $300 for members and $400 for non-members is for the entire conference, and no credit is allowed for unused event tickets or unattended functions. In addition, each attendee who registers on-site may register one guest. The on-site guest fee is $100 for guests of members and $125 for non-members’ guests.
The registration fee provides a name badge which allows admittance to all general and educational sessions, as well as the Exhibit Hall Luncheon on Tuesday and the Awards Luncheon on Wednesday. The fee also provides a ticket to attend the Incoming President’s Reception on Wednesday evening at the Beau Rivage. Name badges must be worn, and the designated ticket must be presented to participate in these events.

CMO Graduation

More than 100 municipal officials were recognized at the 2022 CMO Graduation on Sunday evening at the Beau Rivage for having reached one or more of the three levels of certification awarded through the Certified Municipal Officials Education Program. Pictures of graduates taken on Sunday will be displayed during the Awards Luncheon on Wednesday, June 29th, 2022.
At this year’s CMO Graduation Ceremony, Chef, Restaurateur, Author, Enthusiastic Traveler, and World-Class Eater Robert St. John delivered an address to graduates addressing their commitment to their communities and their dedication to bettering themselves through training and education.

Chef, Restaurateur, Author, Enthusiastic Traveler, & World-Class Eater
Robert St. John has spent almost four decades in the restaurant business. Thirty-three of those years have been as the owner of the Crescent City Grill, Mahogany Bar, Branch, Tabella, Ed’s Burger Joint, The Midtowner, and El Rayo Tex-Mex in Hattiesburg, MS.
St. John is the author of eleven books, including, An Italian Palate, which was written in Europe while St. John, his wife, and his two children traveled through 72 cities, in 17 countries, on two continents for six months.
For over 20 years, St. John has written a weekly syndicated newspaper column, and has been named the state’s top chef for three consecutive years and was honored as Mississippi Restaurateur of the Year.
St. John is also the creator, producer, and co-host of the Public Broadcasting Service series, Palate to Palette.
In 2009, St. John founded Extra Table, a statewide non-profit organization that currently ships over 200,000 pounds of healthy food to over 60 Mississippi soup kitchens and mission pantries each month. In 2020, alone, Extra Table shipped over 5.9 million pounds of food during a global pandemic.
St. John is a founding member of the Independent Restaurant Coalition and was an integral part of a small group that recently secured $28.6 billion in grants to aid independent restaurants affected by the Covid crisis.
St. John is the co-chair of the Alzheimer’s Association of Mississippi and serves on the boards of the Special Olympics of Mississippi, The Mississippi Book Festival, and the Hattiesburg-Forrest County Public Library.
St. John is the founder of Hattiesburg Hundred, an organization that assists sworn law enforcement and first responder’s families in their times of crisis . He is also the founder of the Midtown Merchants Association in Hattiesburg.
He and his wife Jill have two children.

Each year at the conference, the MML 1st Vice President automatically ascends to the office of President, and the 2nd Vice President automatically
ascends to the office of 1st Vice President. The new 2nd Vice President
is elected during the conference in a paper ballot election managed by representatives from the Mississippi Association of Clerks and Collectors. This year, the 2nd Vice President will be elected from the Central Supreme Court District. To be eligible to vote, a city or town must have paid their dues for the current year by May 15, 2022, and must have designated a voting
delegate, as well as an alternate by June 22, 2022.
The voting delegate designated by the governing body of the city or town shall
cast the vote of such municipality in accordance with the expressed views of the majority of the elected officials of his
or her municipality. If, for any reason, the designated voting delegate cannot participate in the election, it is his or her responsibility to return to the Voting Delegate Booth accompanied by the alternate designated to replace him or
her on the voter roll.
The election will take place in Room L6 on June 28 between 10am and 4pm.
If the appointed voting delegate has not cast his or her vote by 3pm on June 28,
the alternate voting delegate will automatically be allowed to cast the vote for MML 2nd Vice President. Election results will be announced at
the General Session on June 29.

Mayor Sally Garland
City of Crystal Springs
Sally Garland was installed as Mayor on December 7th, 2011, after serving for 15 years as Director of Parks and Recreation. Some of her contributions during her tenure as Mayor include the Tomato Festival development team, Hicks Civic Center improvements and playground, Joe Nathan Wilson Sports Complex, Chautauqua Visitors Center, Tree Top Trail, Chautauqua Christmas, Motorcycle Rally, Chautauqua Park interpretive trails and outdoor classroom, a $2 million sewer upgrade, $3 million in grants, ambulance service stationed in Crystal Springs, a road paving project, and a downtown revitalization project.
She has served as Chairman of Central Mississippi Mayors Association, Governor’s Council of Mayors, MSU Mississippi Mayors Economic Development Forum, Chairman of Mississippi Municipal League Education Committee, President of Keep Copiah County Beautiful, Life Member of Junior Auxiliary, Mississippi Job Corps Community Relations Council, Historic and Beautification Council and President of the Chamber of Commerce.
Mayor Garland is a graduate of Crystal Springs High School, a summa cum laude graduate of Belhaven University with a Bachelor of Science Degree in Business Management and a graduate of the Basic, Advanced and Professional Development Levels of the Certified Municipal Officials program.
She is married to Gates Garland, has three sons, two beautiful granddaughters and one precious grandson. Sally is an active member of Crystal Springs United Methodist Church.

In addition, each attendee who registers on-site may register one guest. The on-site guest fee is $100 for guests of members and $125 for non-members’ guests.
The registration fee provides a name badge which allows admittance to all general and educational sessions, as well as the Exhibit Hall Luncheon on Tuesday and the Awards Luncheon on Wednesday. The fee also provides a ticket to attend the Incoming President’s Reception on Wednesday evening at the Beau Rivage. Name badges must be worn, and the designated ticket must be presented to participate in these events.

More than 100 municipal officials were recognized at the 2022 CMO Graduation on Sunday evening at the Beau Rivage for having reached one or more of the three levels of certification awarded through the Certified Municipal Officials Education Program. Pictures of graduates taken on Sunday will be displayed during the Awards Luncheon on Wednesday, June 29th, 2022.
At this year’s CMO Graduation Ceremony, Chef, Restaurateur, Author, Enthusiastic Traveler, and World-Class Eater Robert St. John delivered an address to graduates addressing their commitment to their communities and their dedication to bettering themselves through training and education.

Robert St. John has spent almost four decades in the restaurant business. Thirty-three of those years have been as the owner of the Crescent City Grill, Mahogany Bar, Branch, Tabella, Ed’s Burger Joint, The Midtowner, and El Rayo Tex-Mex in Hattiesburg, MS.
St. John is the author of eleven books, including, An Italian Palate, which was written in Europe while St. John, his wife, and his two children traveled through 72 cities, in 17 countries, on two continents for six months.
For over 20 years, St. John has written a weekly syndicated newspaper column, and has been named the state’s top chef for three consecutive years and was honored as Mississippi Restaurateur of the Year.
St. John is also the creator, producer, and co-host of the Public Broadcasting Service series, Palate to Palette.
In 2009, St. John founded Extra Table, a statewide non-profit organization that currently ships over 200,000 pounds of healthy food to over 60 Mississippi soup kitchens and mission pantries each month. In 2020, alone, Extra Table shipped over 5.9 million pounds of food during a global pandemic.
St. John is a founding member of the Independent Restaurant Coalition and was an integral part of a small group that recently secured $28.6 billion in grants to aid independent restaurants affected by the Covid crisis.
St. John is the co-chair of the Alzheimer’s Association of Mississippi and serves on the boards of the Special Olympics of Mississippi, The Mississippi Book Festival, and the Hattiesburg-Forrest County Public Library.
St. John is the founder of Hattiesburg Hundred, an organization that assists sworn law enforcement and first responder’s families in their times of crisis . He is also the founder of the Midtown Merchants Association in Hattiesburg.
He and his wife Jill have two children.

Each year at the conference, the MML 1st Vice President automatically ascends to the office of President, and the 2nd Vice President automatically
ascends to the office of 1st Vice President. The new 2nd Vice President
is elected during the conference in a paper ballot election managed by representatives from the Mississippi Association of Clerks and Collectors. This year, the 2nd Vice President will be elected from the Central Supreme Court District. To be eligible to vote, a city or town must have paid their dues for the current year by May 15, 2022, and must have designated a voting
delegate, as well as an alternate by June 22, 2022.
The voting delegate designated by the governing body of the city or town shall
cast the vote of such municipality in accordance with the expressed views of the majority of the elected officials of his
or her municipality. If, for any reason, the designated voting delegate cannot participate in the election, it is his or her responsibility to return to the Voting Delegate Booth accompanied by the alternate designated to replace him or
her on the voter roll.
The election will take place in Room L6 on June 28 between 10am and 4pm.
If the appointed voting delegate has not cast his or her vote by 3pm on June 28,
the alternate voting delegate will automatically be allowed to cast the vote for MML 2nd Vice President. Election results will be announced at
the General Session on June 29.

Sally Garland was installed as Mayor on December 7th, 2011, after serving for 15 years as Director of Parks and Recreation. Some of her contributions during her tenure as Mayor include the Tomato Festival development team, Hicks Civic Center improvements and playground, Joe Nathan Wilson Sports Complex, Chautauqua Visitors Center, Tree Top Trail, Chautauqua Christmas, Motorcycle Rally, Chautauqua Park interpretive trails and outdoor classroom, a $2 million sewer upgrade, $3 million in grants, ambulance service stationed in Crystal Springs, a road paving project, and a downtown revitalization project.
She has served as Chairman of Central Mississippi Mayors Association, Governor’s Council of Mayors, MSU Mississippi Mayors Economic Development Forum, Chairman of Mississippi Municipal League Education Committee, President of Keep Copiah County Beautiful, Life Member of Junior Auxiliary, Mississippi Job Corps Community Relations Council, Historic and Beautification Council and President of the Chamber of Commerce.
Mayor Garland is a graduate of Crystal Springs High School, a summa cum laude graduate of Belhaven University with a Bachelor of Science Degree in Business Management and a graduate of the Basic, Advanced and Professional Development Levels of the Certified Municipal Officials program.
She is married to Gates Garland, has three sons, two beautiful granddaughters and one precious grandson. Sally is an active member of Crystal Springs United Methodist Church.
